River City 21 is a complex of high-rise buildings in Tokyo's old fashioned Tsukuda area. It's a classy area with the air of money but still feels like a nice neighbourhood to live in. One of the reasons it's so famous is that it's right beside one of Tokyo's decidedly downmarket areas, Tsukishima. Coming across the bridge from Ginza, you get a classic view, with low-lying old wooden houses in the foreground and modern skyscrapers in the background. This contrast is for many people the essence of Tokyo, and is fast disappearing from the city. In Tsukishima, you can still see traditional Sento and old style shops and people from the area hanging out on the street. Five minutes away in River City, it's concrete and classy shops.
