A brush shop on Yasukuni Dori, halfway between Kudanshita and Jimbocho. It looks like it has a connection with Kabuki, maybe Kabuki actors use the brushes with their make-up. What attracted me was the mess of papers stuck to the wall near the door, and the window display with every imaginable kind of brush.
Hake is the word for brush in Japanese, as is Burashi (in the borrowed from English gairaigo form). I imagine that if you're in Tokyo, and you're looking for that hard to find brush, this is the place to go. In fact, one of the blogs that I managed to track down with an entry about this place said as much. The person wrote that they'd been looking for a particular toothbrush for ages, then stumbled across this shop which had it in stock.
